Mr. Damon P. Lilly

Deputy to the Commanding General, United States Army North (Fifth Army), Fort Sam Houston

Mr. Damon Lilly, a member of the Senior Executive Service in support of the Secretary of the Army, is the Deputy to the Commanding General of United States Army North (Fifth Army) at Fort Sam Houston, Texas.  U.S. Army North plans and executes operations in support of U.S. Northern Command in the areas of Homeland Defense of North America, Security Cooperation with Mexico and Canada, and Defense Support to Civilian Authorities for disaster relief.  He focuses on strategic requirements and resourcing of the command as it serves simultaneously as a Joint Force Land Component Command, Army Service Component Command and Senior Command of Fort Sam Houston and Camp Bullis.

Within his portfolio is executive oversight of budgeting and finance, personnel, logistics, contracting, IT and cyber-security, public affairs, community outreach, Joint Basing cooperation, and facility master planning requirements and execution for Army North—including all regional offices—as well as across Fort Sam Houston and Camp Bullis. He also leads the continuous review of the command’s future missions, tasks, and requirements, and ensures it is structured, organized, and resourced appropriately.   

He previously served as the Programs Director for the Pacific Ocean Division, U.S. Army Corps of Engineers.  In this position he oversaw an annual design and construction program of military, environmental, host nation, civil works, and interagency and international service programs in the Pacific Region.  He worked strategically with the U.S. Joint Services and the host nation governments of Japan and Korea to execute the Department of Defense Military Construction and Host Nation programs.  He closely collaborated with federal, state, municipal, non-government organizations, and stakeholders to address water resource and climate change challenges throughout Alaska, Hawaii, and the Pacific Territories. 

Prior to joining the Senior Executive Service, Mr. Lilly served as the Deputy District Engineer for Planning, Programs and Project Management for the Seattle District, U.S. Army Corps of Engineers.  From 2011 through 2016, he served as Chief of the Navy/Marine Branch, Programs and Project Management Division, Japan District, U.S. Army Corps of Engineers. 

Mr. Lilly was a Navy Civil Engineer Corps Officer and retired in 2007 to pursue a civil service career.
